In a medium saucepan, combine quinoa and water or vegetable broth. Bring to a boil, reduce heat, cover, and simmer for 15 minutes or until the quinoa is tender and has absorbed all the liquid. Set aside.
In a large bowl, gently mix together the cooked quinoa, cherry tomatoes, cucumber, avocado, parsley, and mint. Drizzle with lemon juice, lime zest and juice, olive oil, salt, and pepper to taste. Gently toss until well combined.
Divide the arugula among 4 bowls and top each with the quinoa mixture. Serve immediately.
