Brush with vegetable oil and ladle in 1/4 cup portions of batter. Cook until bubbles form on the surface and edges are golden, about 2 minutes per side. Repeat for all blini. e. Assemble the blini by topping each with a dollop of crème fraîche, a generous spoonful of caviar, and garnish with fresh dill.
