Instructions
In a medium bowl, mix the rice flour with water and salt until a soft dough forms.
Divide the dough into 36 equal portions and shape each portion into a round ball.
Boil water in a large pot and cook the rice balls for 20 minutes or until they float to the surface. Remove from heat and let cool.
In another pot, dissolve sugar in 5 cups of water and bring to a boil. Add sweetened adzuki bean paste and stir until well combined.
Pour the red bean soup into six bowls, add three rice balls to each bowl, and top with roasted soybeans for garnish. Serve warm or cold, optionally with milk.
