Blend soaked black eyed peas in a food processor until smooth. In a large bowl, mix the pureed peas with onion, garlic, salt, pepper, and ground crayfish (or peanut substitute). Stir in bell pepper. Cover the mixture and refrigerate for 30 minutes to allow flavors to meld. Shape the mixture into small balls. In a frying pan, heat the vegetable oil over medium heat.
