Instructions
In a large bowl, whisk together flour, sugar, 1 teaspoon cinnamon, and salt. Set aside.
In a medium saucepan, combine water and butter over medium heat. Bring to a boil, then remove from heat and add the flour mixture all at once. Stir until combined and smooth.
Return saucepan to low heat and cook for 1 2 minutes or until a thin film forms on the bottom of the pan.
Transfer dough to a large bowl and let cool slightly. Add eggs one at a time, beating well after each addition.
In another saucepan, combine milk, cocoa powder, sugar, 1/4 teaspoon cinnamon, nutmeg, anise, and salt. Heat until hot but not boiling.
Transfer hot chocolate to individual cups or mugs.
In a deep frying pan or Dutch oven, heat about 2 inches of vegetable oil to 350°F (175°C). Fit with a candy/deep fry thermometer.
Pipe or cut churro dough into long strips and carefully drop them into the hot oil. Fry until golden brown, turning occasionally for even browning. Remove and drain on paper towels.
While still warm, toss fried churros in a mixture of 1/2 cup sugar and 1 teaspoon cinnamon, then arrange on a plate.
Assemble Churro Stack by placing several churros on top of each serving plate, creating a tiered effect.
Serve with warm Spiced Hot Chocolate in cups alongside the stack.
